3G System – Kfar Shmaryahu

1. The first complete system for management of water use was established in Kfar Shmaryahu. The system calculates water waste in the main and secondary branches of the entire settlement (administrative and physical) via the system management software (Atus2000).

2. The system and all of its components (technical and financial) was completed in the summer of 2004 and includes the following components: Wireless network of uniform 3G water meters, local server for the Atus2000 system, collection management software integrated into the water management system, local computer server, and an upgrading of the association’s computers. In addition, a new database was established and the details of the water consumers in the settlement were updated.
Winning the commercial tender was conditioned on close supervision by the regulator, and a long term engagement including a service contract and bank guarantee.

1. General Statistics:

The number of water meters in the system is approximately 900.

Water waste reduction – The water waste was reduced from an estimated level of approximately 15% (based on an annual or multi-annual estimate), to a physical level of the meter accuracy range (up to approximately 5%), with daily supervision of the waste and maintenance of its stability over time. The administrative waste was reduced immediately with the establishment of the system, following coverage of all the consumers without meters, the level of accuracy of the new meters, and updating consumer details. The physical water waste was reduced in stages when damaged main lines were identified and repaired.

Water theft – The alert control has removed all opportunity to change water meters, remove them from the line, or unsupervised use for the watering of fields or private swimming pools. None of these things happen any more.

The subject of quota and collection calculations has become trivial and immediate (flexibility at any time).

Within the framework of the service contract, the meters are replaced in accordance with the regulations of the Water Authority and the system maintains accuracy and correct measurements over time.

The level of service to the private consumer increased with the possibility of presenting a consumption profile along with the water bills.

In addition, additional supervision of all gardening meters in the existing system is in place, which enables the local gardening authority to supervise the water consumption independently.
